I agree with the quality of the CW reruns. one thing I hate about the downloads too is that every few minutes the CW runs advertisements for their shows that cover the bottom 1/4 of the picture. It's annoying and I can't really make a capture for it. Anyhow, I'll start making captures then and I'll add the pictures within the next couple of weeks as I will be busy. Thanks a lot for the help guys

Most of the bad quality comes from the fact that the source is highly compressed and that CW's reruns of Cops kinda suck in terms of video quality. I say they are pretty much fine to upload.

Quality isn't so bad.
I do not know if it can be improved. Maybe, but I do not know how.
Using some filters I could remove parts of noise in the picture, but it makes it looking more blurry so that's not very interesting I think.

Anyhow, here's two samples, with the second one being the worst of the two:


These two in particular weren't so bad since the whole car is seen. But I do realize that the image quality can't be improved a whole lot. I don't expect to go from bad to good, as antp said. But I just want to see if there's a way to make them look a bit better before adding them on to the site.

Well it is sometimes possible to clean images, I did that with some success on VHS images for a movie. But you go from awful quality to bad quality. Not from bad to good

It is impossible to "add quality" if the source is bad. Post a sample like antp said. All my TV uploads are from torrents, and the quality is not that bad.

So recently I downloaded the first two seasons of 'COPS' through bittorent in the hopes of adding more to the existing page. However, I am hesitant to add any captures as the quality would not be very good in some cases. I was wondering if any of you knew, or used, a program that would improve image quality for any captures done. Any help/suggestions would be appreciated. Thanks
