Depends where and how it is built.
But LPG (which can be used on most gasoline cars) and other similar gas are much cleaner than the usual gasoline/diesel fuel.

Like would a Civic NGV "Natural Gas Vehicle" be cleaner than a Civic Hybrid?

It's more for rich people to say they have a hybrid so they look good since hybrids are "all the rage" just like the SUV phase.
Indeed, and the hybrids are not so much environmental-friendly : the production of a car pollutes usually more than the car itself when it is used, the batteries of hybrid cars will not help much. And as each factory does not pollute in the same way, some cars are actually cleaner than others (e.g. a car produced in a factory feeded by a coal power plant will "pollute" much more than a car produced in a factory feeded by natural gas power...)

Wow, What an investment!

Hmm, base price is $500. Adding the hybrid badge makes it now worth $50k just because I've got the only Sable Hybrid in the world.

Congratulations! What is it worth now?

They're trying too hard for nothing. The Titanic-of-a-car Buick Roadmaster had a 5.7L V8 and it can pull 28 MPG on the highway. It's more for rich people to say they have a hybrid so they look good since hybrids are "all the rage" just like the SUV phase.
Oh look, I just improved my resale value and boosted my ego!

The new LS600HL is here. The world's most expensive hybrid, but is it really saving gas, or consuming it? Compare the gas mileage here.

Is the new Lexus hybrid really a good idea? By what it looks like, The Hybrid's mileage is 22 mpg highway, but the LS460L gets 27 mpg highway. Since it runs on premium I believe, will it save any bit of gasoline? No hybrid should run on Premium fuel. Like I may have said on the Hybrid suv forum, the purpose of hybrids are to save money, not use it. A year before the LS hybrid debuted, Lexus claimed the hybrid will be able to reach 30 mpg with a 5.0 liter 430 bhp V8. Are they wrong? Are they trying to get more attention? "Will the LS600HL be more like a highly upscaled, Full sized Prius, or an electric powered S600?
