I found a site which allows you to check plates from any Australian state or territory. Up until now, there was no way to check plates from WA or SA. This site is an insurance company:

1) Click "start a quote"
2) Select "car" then agree and continue
3) Scroll to the very bottom where you can type in the plate and choose the state

This is much better than the state-based websites for checking plates, because it gives a lot more information, such as engine, transmission, variant, colour, etc.

The only exception, is that it can't be used to check plates on trucks or buses, only (light) passenger vehicles. This is because youi doesn't insure those kinds of vehicles.

Once the basic vehicle info like year, make and model comes up, more detailed info can be obtained by clicking "sorry, that's not my car". This will then bring up the engine, transmission, etc.
