In left hand drive? That's odd...but it's definitely a former JDM version, the mirror holders are still there.
Dubai's a major JDM hub for cars headed to East Africa or Middle Eastern nations, and they have a lot of shops that do steering conversion so I imagine this Crown went through that as well.
