What is this movie actually about, the title is, well, intriguing... King going to where kroyalty go by themselves or what?

The king is going to visit this town the people are all excited (except one)and everthing is prepeard for the kings arrival. In the last moment they are told the king must have a 5 star toilet and it's up to the guy who didn't want the king to come to build it in one day.
