The little "insurance plate" means, that it only has an insurance, but no real registration. Those verhicles have either a max.speed of 45 km/h or max. 50 ccm.

The 3 wheeler 'Sulky' belongs to Casalini, a brand that made only microcars; notice the Fiat Ritmo doorhandles. The plate is german? Because is very similar to the italian new one for 50cc scooters or microcars

That small plate looks like more to be printed in green, rather than in black as all the Italian plates. Plus, our plates for mopeds shouldn't have the Italian emblem printed on it?

I'm surprised to see an Italian micro car in Germany, I always considered those tin boxes as a death trap. Unfortunately in certain areas had proven to be very popular among those weren't able to drive.

@Neon: yes, it is the German plate also for vehicles with either max.50 ccm or a max.speed of 45 km/h http://de.wikipedia.org/wiki/Versicherungskennzeichen#Versicherungskennzeichen

You have to buy every year at the 1.March a new one. They are sold by insurance agencies, not, as the regular plates, by the traffic authority.

@ElSaxo: these microcars are quite rare in Germany, much less common than in Holland and France, but time-by-time you see them. Yes, they are terrible, dangerous for all, not only the drivers ( http://www.youtube.com/watch?v=-vWTNselXRM ), also for the others. It happend to me, too, driving with 100 km/h on a country road (the usual speed limit in Germany), and suddenly such a shitty thing appears in front of you - really bad, when there's oncoming traffic.

Yesterday, at this event http://youngtimervestival.de/ there were even more of them (see the Vespa's behind it)
There is a fan-scene around here, one active Piaggio Ape-freak lives in my village. Some months ago they had hold a club-meeting here.

P.S. These mircocars are really hated here, by the other traffic participants, by the police, the insurances, the -very powerful- ADAC, but because of an EU-law the had to be allowed in Germany.

Today I saw this X5 Shuanghuan SCEO with a regular German registration. Must be an early one, as BMW could enforce an import ban of these. Licence plate holder from a Mitsubishi dealer in Kerpen.
