Its a black and white painted police car that looks similar to the markings on a panda. Slang term.

OK For French black & white police car the name "Pie" was used (which means in English "magpie" according to my dictionnary, i.e. the black & white bird).

Just to confuse things, some Panda cars were light blue and white
