How:
There are lots of programs. If you have XP, in the "picture & fax viewer" that is used to display images, you have a "save" icon that allows to save to JPEG.
You can also try programs like XnView or IrfanView, that can even convert in few clicks a whole folder of pictures.

Why:
Because 1-MB pictures that's a little heavy :grin:

Did they come out with a new edition with commentary and extra scenes? I have the dual sided disc with full screen and widescreen on either side.

Yes, they have a Special Edition Christine with filmographies, a full-length interview with Keith Gordon and John Carpenter, 20 deleted and alternate scenes, 6 different languages and subtitles, it is widescreen only and has 3 interviews with the cast and crew on music, cars and the making of the film.
