Why should we expect the LAPD to get it?

It seems that an Australian group called the National Safety Agency formed some sort of partnership with LAPD to produce a Holden-based concept "Smart" police car. That explains why the LAPD car has Victoria license plates. The National Safety Agency http://www.nsa-aust.com.au is a non-proft corporation rather than an actual government agency. It has been taking this concept car to law enforcement trade shows across the U.S. In some of the older photos, the car is badged as a Pontiac G8 rather than a Chevrolet Caprice.
General Motors has recently announced that the Holden-based 2011 Chevrolet Caprice P.P.V. http://chevroletcapriceppv.com/#home will be available in the U.S.

The Caprice has returned for 2011 as a RWD Police Pursuit Vehicle. It is based on the Australian Holden Caprice. Expect LAPD to get it. Powered by a Vette engine, this baby can get up and go!
