I managed to find and decoded the VIN information on this example. According to the 1999 period Ford F-Series brochure, it includes the WS (Work Truck) series which it is below the XL trim level. I believe it does applied to these previous model year

I found the period 1999 Ford F-Series brochure and found that there is a trim level below XL. It is call Work Series, which probably it doesn't show the trim level on the script at the front fender
This were available in both F-150 and F-250 series.

This morning, I spotted a beat-up 1998 Ford F-250 Regular Cab XLT with Propane powered engine. Unfortunately, I couldn't get a decent VIN.

At the University where I attend, there was 1999-2001 Ford F-550 Super Duty Regular Cab XL chassis-cab version at the parking lot. One thing I did noticed that it has 8-lug wheels here:
Unfortunately, when I tried to have a snapshot of the VIN. It didn't come out good
So, picking out whatever if it is F-450 Super Duty or F-550 Super Duty with 8-lug Wheels that we are unable to read the script at the front fender would be up in the air
