I'm not sure when, but the Avtocod site for Russia decided to put all its info behind a paywall. Currently the only Russian site that I can find that we can use without paying is Avtois: https://avtois.ru/

^ I think he means if the vehicle is still insured. If the vehicle has a valid plate or had one then it would not pull data if the insurance lapsed.
