A 1989 DTV film titled COLD HEAT steals footage from The Junkman and Iron Eagle. 
I watched both trailers (the short version and the long version) and they stole a lot of footage from the long car chase in The Junkman, there was the police car/tree crash, the white plane crash, the Cadillac crashing in the house and exploding, plus many other scenes. They also stole the motorcycle/plane chase from Iron Eagle.
There's also other car action scenes shot for this movie: a white limousine getting shot at, which badly damages it; a brown coupé skidding and exploding; a pickup truck exploding and also a police car bursting into sparks, presumably after having been shot at.
Unfortunately, I can't find the whole movie anywhere.
