Not sure about the Vic taxi, but I know it's a smaller scale than the Caddy. Maybe something like 1/40 or so?
Maybe 1/43 then, as such black plastic base is common with these, and that scale is quite common outside US.
I do not have that recent Crown Victoria, but I have a 1995 one:
And for the Caprice, I have these (still at 1/43, though that here the scale is maybe a little approximative)
1993 & 1995 models also exist in these series, all of them seem quite easy to find on ebay US, less easy to find in Europe.
