As it seems, I'm not the brightest spark plug under the hood. With several guesses and misinterpretations under my belt, this is going to top them all...(And you guys and gals out there may hate me for this.) After some extensive hours of studying, I've finally come to the conclusion that the 9C1 police package was available on the B body Caprice/Impala. The Impala 9C1 was from 1977-1985, followed by the 1986-1990 Caprice 9C1. The designation F41 was the heavy duty suspension mounted on the cars only visible by the anti-sway bar, and heavy duty shock absorbers. So in other words if you see a police package 1981-1985 Impala, it's definitely a 9C1 police package with an F41 suspension system.
