As said in the French linked page:
L'étude initiale de cette voiture sous le nom de MITZI a été faite par la SIATA (Societa Italiana Auto Transformazioni Accessori) spécialisée dans les transformations sportives de FIAT. (Source J.Villaumier)
SIATA n'a pas pu obtenir de FIAT un moteur et a vendu son étude à PIAGGIO.
PIAGGIO fabricant des scooters Vespa l'équipera d'un moteur 400cm3 2 temps dérivé de l'Ape et lui donnera le nom de Vespa 400.

La construction de cette petite voiture sera localisée dans sa filiale Française ACMA à Fourchambault près de Nevers.

(SIATA, a company usually making sporty versions of Fiat cars, made the first project but Fiat didn't want to provide an engine. SIATA sold therefore the study to Piaggio, which used the production facility of its French subsidiary ACMA)

The English linked page explains why there is no Italian Piaggio Vespa 400:
Fiat had total domination over the Italian small car market and would not allow an incursion into their territory by an upstart car manufacturer. Piaggio had a sister company in France, A.C.M.A., which was already producing Vespa scooters at the rate of 260 per day, and with nearly 3,000 employees, it had production capacity to spare.
