2005 was the last year the P71 SAP has chrome on the bumpers as well.

2006-2011 P71 SAP do not have chrome on the bumpers but the 2009-2011 (see below) can be differentiated due to chrome on the moldings.

The 2009+ P71/P7B SAP received chrome door molding that no other trim received.

Here is a thread that confirms the P71 NEVER had the keypad on the door; ever. So if we ever see a "police interceptor" with that we know for a fact that is indeed a civilian model dressed up.
The door handles were riveted in and next to impossible to change out without a lot of time and effort. Other parts like chrome/black trim and grille were way easier to change.
Also a bit of trivia, but it wasn't until the 2009 model year the both the CVPI and civilian Vic's got the same outside door moulding. The SAP CVPI's got the added chrome strip ( that even the LX's didn't get ) across the door trim.
The door molding for SAP CVPI's from 2008-1999 was all the same as the civi cars. Non-SAP CVPI's had differnt door mouldings from 1998-2008.
