I think it would depend on how the state issues license plates. When I lived in Pennsylvania, the plates are assigned to the owner, so if you were to replace your car, you could keep the same plate for the new one (though it's generally easier to get a new plate). In states like California, the plate is assigned to the car, so when you sell the car, the plate goes with it. Not sure how Georgia operates, but if they assign to the owner, Carfax may not be able to capture that data, as it would be constantly changing.


Not only that, but it is also cheaper to have the plate transfer from an old car to the new car.

The last couple of years, the State of Georgia has been reissuing new set of alphanumeric plates which I got that a couple of years ago. My mother's van still have the original plate that dates back to the late 1990s. That plate has been changed hand at least two, maybe three different vehicles.
