"Touristic" Licence plate

Hello, guys! I recently bought a Minnesota license plate on vintage cars exhibition in Kiev (Old Car Land 2016). I wonder, this is a real plate or not. And if it's real, then I would like to know the history of this license plate. On what car it was?

I'm far from a license plate expert but https://dps.mn.gov/divisions/dvs/Pages/dvs-content-detail.aspx?pageID=618 ( if no pic appear, click on the policies and procedures arrow ) and there is one like yours
Some also don't have the first number like yours

Camrys of this shape were never sold here so was surprised to see one with a Guernsey numberplate, looks like a private hire plate too. I hope it's not all the way up here on a fare:
It also seems to be a Japan-spec Camry.

They don't really count as 'tourists' but living in the Washington, DC, area I see a lot of cars with Diplomat license plates. I see them so often that most of the time they're not even worth noting.
It's possible to tell which country they are registered to by the two-letter code used in the plate number: https://en.wikipedia.org/wiki/United_States_license_plate_designs_and_serial_for- mats#Diplomatic_license_plates
Our new neighbors who just moved in across the street, for example, have Brazil diplomat plates on their Jeep Compass (DVJ).
I photographed this Mercedes-Benz S400 Hybrid with low-numbered Georgia diplomat plates near the US Capitol building in 2012:
The code I see most often is 'LN' for Saudi Arabia; not too surprising because a building near my office is owned by the Saudi Arabian Cultural Mission to the US. Most of them are luxury cars or minivans. This one is a bit unusual:
Sometimes I'll see them on cars never sold in the US. This one caught my eye last night in the parking garage at the mall. It looks like any other Golf Mk4 sold here, but it has a Euro-spec bumper with a mounting bracket sized for Euro license plates, and this model was never sold in the US with the 1.6L; an exotic car hiding in plain sight. SDK indicates it is registered to the Embassy of Greece:

Both seen today; German tourists on a Volvo 940:
And a Mercedes-Benz C-Klasse with a plate that I cannot identify, though the format seems Dutch:

Maybe Oilers fan...maybe Flames fan.. either way, it's quite a road trip for shopping...
I already posted an Alberta plate before but decided to post this one because of the difference ( 4 numbers vs 3 on the other post )

Seen in the past few weeks:
• An Irish Almera lost in Ariège. With a nice Boxer (dog) inside, although not really visible in this picture (see the 2 bright spots in the right part of the trunk, making it looking like a it a zombie-dog )
• A Romanian Boxer (truck, this time )
I saw an Italian VW T5 too, but it's a bit less unusual...

Eastern Europe's favorite light truck ! Because this is officially a light truck, with an official 3,5 ton payload, so it can be driven with just a "B" licence for local work.
But the tiny "bird's nest" on the roof gives a hint to the real use of this light truck : international transport towards western Europe, often loaded with five or six tons, with the possibility of some cabotage.

I wondered if the 2014 or later Chevrolet Silverado probably sold from Captain Quirk (nudge, nudge, wink, wink) (From Mad magazine's Star Blecch movie satire)

Not that far away (480 km / 300 mi as the crow flies, 580 km / 360 mi by road), but not so usual here:
To be honest, when I think about cars from Monaco, I rarely associate the principality to a more or less 10-year old Clio Estate
